According to Herbert Norris and Oswald Curtiis, "Nineteenth-Century Costume and Fashion," p.126 (re-issued by Dover in 1998) "The dress is of white satin with two flounces of deep white lace, and is devoid of any other trimming except diamonds. The court train is of green velvet and is long and wide and fastened on it at the back of the waist. It is bordered with gold lace, edged with a rouleau of cloth of gold, and lined with white satin. The well-known coronet of the empress is worn, with a small veil hanging from it. Her decoration is the ribbon of the Legion of Honor."* Please see the comment from ella1886.

My understanding is that this was painted by Winterhalter in 1853, presumably to celebrate the wedding of the Countess of Teba to Emperor Napoleon III earlier that year, and provide France with a formal portrait of their new Empress. The painting hangs in the Louvre along with the tiara she's depicted wearing.
