Graciously provided by ArchDss Louise-Henriette. While the date frequently associated with this image is 1902, the sleeves suggest it is late 90s, possibly worn at Queen Victoria's 60th anniversary as Queen Jubilee. There is a picture of Queen Alexandra in a similarly-shaped gown where Alexandra wears a widow's cap, suggesting the image dates from when Queen Victoria was alive.*** According to Wikimedia, it was published in the Illustrated London News in 1902.
